Sports Betting in Minnesota Overview
Since 2018, Minnesota lawmakers have made one push after another to try to legalize MN sports betting. It’s become difficult to keep up with the news surrounding the potential legalization of MN sports betting sites. But, before we provide the latest Minnesota sports betting updates, see where this great state stands on the issue and what laws may or may not affect betting enthusiasts.
State Population 5.7 million Gambling Regulator Minnesota Gambling Control Board Minimum Betting Age 18 for retail gambling establishments and offshore sportsbooks Retail Sports Betting No Online Sports No Fantasy Sports Yes Retail Casinos Yes Horse Racing Yes Pari-Mutuel Wagering Yes Online Casinos No Mobile Betting Apps No Is Online Sports Betting Legal in Minnesota?
No, online betting is not legal in Minnesota. Although it’s not for the lack of trying, as lawmakers in the North Star State attempted to legalize sports within its borders on numerous occasions.
Most recently, Rep. Zack Stephenson sponsored HF 2000. It’s a bill that calls for the 11 tribal nations in Minnesota to receive betting licenses so they can begin accepting wagers at brick-and-mortar MN sportsbooks and Minnesota online sportsbooks.
HF 2000 joins another bill, SF 3803 — also known as the Minnesota Sports Betting Act 2.0 — which was designed to make sports betting in MN legal, albeit with less oversight from the 11 tribal nations. The hope is that one of these bills will eventually pass and give Minnesotans legal Minnesota sportsbooks. A 2024 KSTP survey suggested more than half of the state’s residents want to see legal MN sports betting sites emerge.
In the meantime, Minnesotans can participate in a few other forms of gambling legally. Horse racing and pari-mutuel betting are permitted in Minnesota, along with daily fantasy sports. There are also retail casinos run by MN’s tribal nations, including the Bois Forte Band of Minnesota Chippewa Tribe (Fortune Bay Resort & Casino), the Fond du Lac Band of Minnesota Chippewa Tribe (Fond Du Luth Casino), and the Grand Portage Band of Minnesota Chippewa Tribe (Grand Portage Lodge & Casino).
Who Can Bet On Sports in Minnesota?
Since betting in Minnesota isn’t legal, no-one is technically permitted to bet on sports in the Gopher State. However, there has been speculation over who will be allowed to bet if MN sports betting sites are legalized.
Both bills recently introduced by Minnesota lawmakers — HF 2000 and SF 3803 — would set the legal MN sports betting age at 21. However, this could become a sticking point since the minimum betting age at MN retail casinos is 18. Minnesota online sportsbooks could follow the lead of these casinos.
But no matter what the legal betting age in Minnesota is set at, it would appear MN is aiming to make state-wide sports betting operations as legit as possible. Early indications are that anyone who bets on sports through MN online sportsbooks must register for an account first and agree to allow Minnesota sports betting sites to employ geolocation tracking software.
Are Sportsbook Winnings in Minnesota Taxable?
Yes, sportsbook winnings in Minnesota are taxable. Even though online sports betting in MN isn’t legal, the state takes a hard-line stance on sports betting revenue and taxing gambling-related winnings.
Minnesota’s state tax rate on gambling winnings ranges from 5.35% to 9.85%. The final tax rate depends on how much money you make and how much money you win while gambling. Check the state laws to be sure and stay above board.
Don’t forget that you’ll also be subjected to federal taxes. The IRS has a flat 24% tax rate for gambling winnings.
Pros & Cons of Betting in Minnesota
Minnesota lawmakers have debated the pros and cons of legalizing betting in MN for years. Here are some of the pros and cons they’ve discussed.
Pros
Allows Minnesota to keep pace with neighboring states that have legalized sports wagering
Provides a steady stream of reliable income for Minnesota
Opens up the possibility of offering more resources to problem gamblers
Cons
Fails to guarantee the legalization of online sports betting
Causes conflicts between the 11 tribal nations and other entities
Increases the chances of enabling more problem gamblers
Recent Minnesota Legal Sports Betting Updates
It feels like Minnesota lawmakers figuring out how to legalize sports betting is a foregone conclusion. They’ve worked too hard over the last six years to end up in a situation where they can’t push the legalization of MN sportsbooks across the finish line.
Read through the most recent Minnesota legal betting updates:
- January 2021: Several bills, such as SF 410, are introduced to try to legalize sports betting in Minnesota, but none are voted on.
- March 2022: Minnesota lawmakers introduce HF 778, a bill that would legalize sports betting but doesn’t lead to MN legalizing it.
- February 2023: Lawmakers introduce two separate bills, HF 2000 and SF 1949, that seek to legalize MN sportsbooks.
- January 2024: Lawmakers introduce the sports betting bill SF 3803, also known as the Minnesota Sports Betting Act 2.0.
- May 2024: Lawmakers fail to take a vote on sports betting-related bills in the House of Representatives.
To add to the intrigue surrounding the legalization of MN sports betting, Gov. Tim Walz has expressed his interest in signing one of these bills if it ever lands on his desk.
Can Minnesotans Bet On Offshore Sites?
Since the answer to the question, “Is betting on sports legal in Minnesota?” is still “no,” you might not think placing bets on sports in MN is possible. But before you write off the idea, have you considered trying offshore sportsbooks?
Offshore sites are betting sites set up outside the U.S. jurisdiction in places like Curaçao. They hold legitimate gambling licenses and have online betting sites that Minnesotans can join. Some also have online casinos for those who like more variety in their wagering options.
But, the big question is: Are these offshore sites legal? It’s tricky to answer it with a simple “yes” or “no” since offshore sites exist in a gray area that is technically neither legal nor illegal. Either way, there aren’t any laws against them in Minnesota.
Many benefits come with patronizing offshore sites, too. For example, most provide attractive bonuses, especially to newcomers. They also don’t subject Minnesota bettors to the same restrictions U.S.-based online sportsbooks sometimes do.
In addition to the above, offshore sites typically offer more payment methods, including cryptocurrencies, than their American counterparts. Scroll through our list of the best Bitcoin online casinos to see for yourself.

Regulated Sports Betting Sites vs. Offshore Sportsbooks in Minnesota

Why? To start, these offshore sportsbooks often deliver better bonuses and promotions than regulated sites. They also accept more payment methods, including cryptocurrency.
However, the best part might be that offshore sportsbooks aren’t limited in betting options. You can bet on the outcomes of award shows like the Grammys and even political elections.

- NFL: The Minnesota Vikings have given their fans plenty to cheer about in recent years, and with Justin Jefferson signing a massive contract in the offseason, that should continue.
- NBA: The Minnesota Timberwolves are finally back in the running, thanks to the emergence of former No. 1 overall draft pick Anthony Edwards.
- MLB: The Minnesota Twins always seem to be in the mix when it comes to making the MLB Playoffs, and while they haven’t won a World Series in 30-plus years, they provide plenty of entertainment.

Popular Home Teams in MN
You won’t have any shortage of options as far as betting on sports teams from Minnesota is concerned. Here are the most popular home teams in MN:
- Minnesota Vikings: As long as star wide receiver Justin Jefferson is playing for the Vikings, Minnesotans will have something to cheer about. The team’s quarterback situation is shaky right now, but once the Vikings get that figured out, they should shoot back up to the top of the NFC North.
- Minnesota Timberwolves: People have already started comparing Timberwolves guard Anthony Edwards to none other than Michael Jordan. It’s a lofty comparison, but “Ant-Man” doesn’t appear to be backing down from it.
- Minnesota Twins: The Twins may not be the flashiest team in MLB, but they always seem to be in contention in the AL Central. It’s happening again in 2024.
- Minnesota Wild: The Wild have zero Stanley Cups and just one division title since the team was founded in 2000. But they have to break through at some point, right?
- Minnesota United FC: “The Loons” have consistently improved their record almost every year since joining MLS for the 2017 season.
- Minnesota Golden Gophers: The most popular college sports teams in Minnesota are the University of Minnesota Golden Gophers. The Gophers are a mainstay in the Big Ten Conference, where they’re won 18 championships and 8 National Titles. The men’s and women’s basketball teams each have 10 NCAA Tournament appearances in their respective versions of March Madness. The baseball team has won three National Championships, while the Golden Gopher’s ice hockey team has seven National Championships (two pre-NCAA).

Other betting options outside the best MN betting websites are few and far between. There aren’t any regulated online casinos in Minnesota. But you will have these options:
- Horse racing: So-called “historical horse racing machines” with videos of past races aren’t allowed in the state, but Minnesota has permitted betting on horse races since the early 1980s.
- Fantasy sports: Minnesota allows legal daily fantasy sports through companies like DraftKings.
- Electronic Pull-Tabs: Minnesota legalized e-pull-tabs in 2012 to pay for US Bank Stadium, home of the Minnesota Vikings. Though they floundered at first, they became a $6 million-a-day business. They became too much like slot machines for some residents, so the legislature added new restrictions in 2023.
- Lottery: The Minnesota State Lottery offers state lotteries and national lotteries like Powerball.
The Future of Betting in Minnesota
You have to feel for the people of Minnesota who have been waiting for more than half a decade for lawmakers to legalize sports betting. They’ve been subjected to one false start after another as sports betting bills have gotten shot down at various stages.
But the good news is that Minnesotans want sports betting, and most lawmakers seem to be okay with legalizing it. It’s just a matter of how the state chooses to go about legalizing it.
As of today, it sounds like sports betting might not be legalized in Minnesota until 2025. But, all it’ll take is one acceptable sports betting bill to turn legal betting into the law of the land.
Nearby States to Minnesota for Sports Betting Alternatives
Minnesota has dragged its feet when it comes to legalizing sports betting, but some states surrounding it have taken swift action. Here’s where they stand:
- Iowa: The Hawkeye State legalized sports betting in August 2019.
- Michigan: The Great Lakes State legalized sports betting in December 2019.
- South Dakota: The Mount Rushmore State legalized sports betting in September 2021.
Responsible Gambling
Minnesota betting might not be legal yet, but that hasn’t stopped the state from offering resources to problem gamblers. The Minnesota Alliance on Problem Gambling caters to those struggling with gambling addiction.
Hopefully, the state will continue to take problem gambling seriously and provide even more resources. It can also direct people to organizations like Gamblers Anonymous and the National Council on Problem Gambling.
Until then, the top betting offshore sites deliver resources to problem gamblers as necessary. One of the reasons we love BetOnline so much is because the site has an entire responsible gambling section and even offers self-exclusion options.
