The controversy erupted after Paolo Zampolli, a US special envoy and close ally of President Donald Trump, confirmed he had formally suggested to both FIFA President Gianni Infantino and the US President that Italy should replace Iran.

The rationale behind the pitch was twofold: sporting pedigree and diplomatic repair.

Zampolli argued that Italy, as four-time world champions, possess the historical “pedigree” to justify inclusion despite failing to qualify on the pitch for the third consecutive time.

More significantly, the move was floated as a “diplomatic lever” to mend strained relations between the US and Italian Prime Minister Giorgia Meloni following recent geopolitical friction.

Why FIFA Rejected the Italy World Cup Lifeline

Despite the political pressure, FIFA’s stance remains unwavering.

Gianni Infantino has previously addressed the uncertainty surrounding Iran’s participation – currently clouded by regional conflict – stating clearly: “There is no plan B, C, or D—there is only plan A. Iran represent their people.”

Footballing regulations also provide a significant hurdle for any potential Italy inclusion.

Under Article 6.2 of FIFA’s tournament regulations, if a team withdraws or is excluded, they are typically replaced by a team from the same confederation.

In this scenario, the United Arab Emirates or Iraq—both AFC representatives—would be the rightful heirs to Iran’s spot, rather than a European giant like Italy.

Italy’s World Cup Drought Continues

For the Azzurri, this “backdoor” entry was always a long shot.

Italy’s absence from the 2026 World Cup is a result of a shock play-off defeat to Bosnia and Herzegovina in March, a result that led to the immediate resignation of manager Gennaro Gattuso.

Italy has not featured in a World Cup match since 2014, and this latest rejection means their exile from the global stage will extend to at least 16 years.
