Josh Allen has a new target.
Per NFL Network’s Ian Rapoport, Moore and the Bills agreed to terms on a one-year contract worth up to $5 million.
Moore, 25, is entering his fifth NFL season since being selected by the New York Jets in the second round of the 2021 NFL Draft.
After two seasons with the Jets, New York traded Moore and a third-round pick to the Cleveland Browns for a second-round pick.
Moore played in all 17 games each of the past two seasons. Moore recorded a career-high 61 receptions for 538 yards and one touchdown last season with Cleveland.

The signing comes one day after the Browns placed the unrestricted free-agent tender on Moore, meaning if he didn’t sign with another team before July 22, the Browns would have his exclusive negotiating rights. The tender was worth $3.428 million.
Because Moore signed before July 22, the Browns will receive a compensatory pick in the 2026 NFL draft.

The Bills continue to add more pass catchers to their explosive offense.
Khalil Shakir, Keon Coleman, Curtis Samuel, Dawson Knox, and Dalton Kincaid all return from last season.
Moore joins Joshua Palmer and Laviska Shenault Jr. as free-agent wide receivers who signed with the Bills.
Buffalo added two pass catchers in the 2025 NFL Draft: tight end Jackson Hawes and wide receiver Kaden Prather.
The signing comes days after general manager Brandon Beane ripped local radio hosts for their complaints about the Bills’ wide receivers.
“Well you guys were bitching in 2018 about Josh Allen, you wanted Josh Rosen and now you guys are bitching that we don’t have a receiver. I don’t get it,” Beane said on WGR’s The Jeremy & Joe Show.. “We just scored 30 points in a row for eight straight games. A year ago, I get you guys asking why we didn’t have receivers, but I don’t understand it now. You just saw us lead the league in points. When you add all the postseason [games], no one scored more points than the Buffalo Bills, including the Super Bowl champions.”
