Jamie Reid opened the scoring after just eight minutes, reacting quickest to fire in the rebound from Isaac Price’s missed penalty.
Luxembourg equalised through Aiman Dardari, before Southampton’s Shea Charles, who became the youngest Northern Ireland captain in history last November, scored his first senior international goal to put Northern Ireland back in front.
Justin Devenny then added a third to ensure Michael O’Neill’s men took all three points.
Germany, meanwhile, lost 2-0 in Slovakia in their opening game.
They will therefore be desperate for a response on home soil on Sunday.
Northern Ireland haven’t beaten Germany in any of their last 12 meetings, losing the previous nine in a row.
